...As AKHA Task Finance Commissioner On State Debt Profile Report
The chairman, appropriations and finance committee, Akwa Ibom State House of Assembly, Dr. Usoro Akpanusoh have urged all ministries and MDG's to appear before the house committee on appropriations and finance to defend it's 2018 budget proposal or face the consequence of running zero budget allocation for year 2018.
Dr. Usoro made the earth-shaking statement at the budget defense conducted for ministries and MDG's. The committee chairman in his brief remarks commended commissioners and heads of ministries for considering the process of budget defense exercise salient for effective legislative process.
Usoro while commending the proficiency and apt understanding observed by various ministries in highlighting major areas during their presentation as captured in the budget proposal thanked the Governor,Mr. Udom Emmanuel describing the later as a generous leader whose passion and compassion in developing the State is obvious to the antagonists.
"I want to assure us that by my analysis of your presentation; " it is crystal clear that the Governor is not ready to politize any projects in the state". He said.
He urged all representatives from the State budget office, inter-ministerial/Direct Labour, Finance, Youth & Sport, works among others to effectively develop maintenance culture agreement with contractors to enable implementation of efficient fund management, proper monitoring and sustainability of projects executed to avert undue negligence and variation.
The committee chairman informed ministries and MDG's of the honourable members avowed intent on strict projects inspection to determine the level and standard of job done is in compliance with approved design in tandem with approved funds. Akpanusoh, during the briefing session requested for the report of capital budget implementation for 2017 to serve as a guide to determine what to add or be removed from the 2018 budget as proposed.
Notably, during the opening session of the 2019 budget defense briefing/public hearing, Usoro Akpanusoh; had earlier requested from the government through the office of the commissioner for finance, a comprehensive details of the State debt profile both in local and foreign currency to assist in ascertaining report and proposal for internally service loan in 2018.
The lawmakers, through the chairman , committee on appropriations and finance in an effort to ensure transparency and to clear the air on disparaging informations on the social media against the government of the day had urged the ministry to furnish the committee with concrete information on the ownership and control of the ongoing coconut factory and the commissioned syringe and the metering companies.
The committee chairman who has distinguishably displayed unimpeachable legislative prowess in the past two years however charged all ministries to be more proactive in the implementation of every areas as captured in the budget proposal when passed into law. He added that the aftermath benefits when pass into law will surpass previous developments as 2019 approaches.
In his remarks, Usoro suggested for an actively standardised internally generated revenue (IGR), to serve as an alternate source of fund to the government during raining days.
He thanked his colleagues and members of the budget defense in their support and commitment of assurance towards ensuring accelerated passage of the appropriation bill into law without rancour or favour to anyone.
He reiterated that the flagrant attitude of non compliance by several MDG's to appear before the House committee on appropriations and Finance for their budget proposals defense will not be tolerated whatsoever. He caution the ministries/MDG's concerned to act accordingly or be ready to face the consequences of running zero budget in 2018.
