Emmanuel gave the remarks when he visited Eket, Akwa Ibom recently, said that his administration was determined to build canal to channel flood.
He said the state government was building underground drainage to solve erosion problems and flooding in Eket urbanisation.
"What is going on in Eket urbanisation, it is not doing the surface town that is the problem, it is not putting streets light that is the major problem, that can be put in six months.
"But you need to know what we are building underground, if we don't take underground water out of Eket.
"Whatever we do on the surface town will be a waste, alot of people don't understand this, don't expect us to do a job and tomorrow that job would be a wasteful job," Emmanuel said.
Our Correspondent reports that Niger Pet Construction Company is handling the underground drainage at Eket.
The Governor decried that lack of canal in Eket metropolis was responsible for flooding in the area while appealing to Eket people to cooperate with his administration to achieve its goals.
"If we don't take water out of Eket, Eket don't have a canal, we don't have any where to channel this water to, everything must go underground.
"If we don't solve that problem today, that problem will come back in five years time, so it is better we solve that problem today.
"So allow the company handling the project to take time and do thorough job, once we finish, what is underground that you don't see.
"What you see will not take time and I want to appeal to you that you should cooperate with this government," Emmanuel said.
